
John F. Hayes, Jr. of the Seattle Police department was recently promoted to Captain by Seattle Police Chief Jim Pugel. Hayes, a thirty one (31) year veteran of the Seattle Police Department (SPD), will officially begin his first assignment as a captain with the Special Victims Crimes Section on Dec. 4.
Hayes, currently serves as the Operations Lieutenant at SPD’s South Precinct, and where he is a direct aid to the South Precinct Captain and oversees the Community Police Team Officers. As a Lieutenant he has been responsible for supervising the detectives in the Seattle Team For Youth Program, Drug Court Unit, officers in the Seattle Police Department Youth Outreach Unit (affectionately known as YO SPD), the Community Service Officer that handled runaways, Community Police Team Officers, Crime Prevention Officer, the Juvenile Burglary and the Property Theft detectives. Captain Hayes was a SPD representative on the City of Seattle Racial Profiling Task Force and the Inter Departmental Team (IDT) evaluating all juvenile outreach programs offered by the City of Seattle. In addition to his community outreach efforts as a Lieutenant he oversaw the SPD Citizens Academy, Youth Outreach Section, the city wide Citizens Advisory Councils and the 10 Community Advisory Councils.
Hayes continues to be an instructor, facilitator and guest presenter for many organizations within the community and across the nation. He has trained several thousand people (locally, nationally and internationally) in the areas of family and youth intervention services, gang violence, school truancy and more specifically in working with high-risk juvenile populations. He has also trained over 3,000 police officers nationally as part of the COPS In Schools DOJ Program and over 3,000 school administrators.
Hayes is also a proud graduate of the Leadership Tomorrow Class of 2003. He is the immediate past National Chair of the National Black Police Association (NBPA), the immediate past president of the Black Law Enforcement Association of Washington (BLEAW), a presenter and facilitator for the National School Safety Center, a member of the National Association of Black Law Enforcement Executives (NOBLE) and a Life Member of the NAACP. He is also a member of several local committees.
Hayes has a Bachelors degree in Social Welfare and Women’s Studies and a Master’s Degree in Social Work with an emphasis in administration from the University of Washington.
